How will the leak help?



Although the release does not change laws or government policy, it brings a number of benefits.



It allows tax authorities to go through the details of specific cases
to see if any laws have actually been broken. Although these
arrangements seem artificial and unfair, they can often be considered
legal. HMRC has already contacted various media organisations to request
access and should get it in due course.



It also brings these arrangements into the open. In order to bring
about sustained change there must be evidence and transparency in how
these vehicles are used
