Copy the old "core files" from a previous Wordpress Version on top. That will fix it.
This issue may have happened after recovery from host backup.
Same with phpBB: get an update version and load it on top, then run the update as usual with:
# php bin/phpbbcli.php --safe-mode db:migrate
Then delete or rename the "install" folder
